Differenciate between @everyone and @here in the API

In the API @here and @everyone are effectively the same. There is a "mention_everyone" flag for messages that is true if @here is mentioned or if @everyone is mentioned.

If you change them to be something different, you could also add permissions for both @here and @everyone which many people already want. Please treat them different, they don't do the same thing.
