Option to move channels only if holding a hotkey

A common error I've seen happen and that I've done myself is for a moderator or admin to unintentionally move channels by accidentally clicking while moving their mouse across the channel list. By adding an option for only allowing channels to be *shifted* around by holding a (configurable) hotkey, like shift for example, this sort of error can be avoided almost entirely.
