Split permissions for @everyone & @AllRoles

Please split the permissions for these two. So 1 permission to @everyone and another separate one for @All Roles. It doesn't make any sense to have those conflated when the "Allow anyone to mention this role" permission exists. Just now I had to disable this conflated permission because people were accidentally pinging each other left and right. They're good about not pinging everyone/here (private server) and only do it when there's an emergency. This is impeding on discord functionality. I also never read anywhere in your changelogs this change was implemented. So maybe include stuff like this in there too, next time? Thank you.

Edit to say: @AllRoles overrides "Allow anyone to mention this role", so even if the latter is turned off, it can still be pinged by people who have @AllRoles on. (Why?)
