(API) Server settings

Hello. Right now the way most bots save settings for different servers is through databases such as SQL. While that works just fine, a more convenient way of doing that would be through a special server-side cache that takes care of settings alone. For example, if a certain bot has different features that can be enabled or disabled, it would directly look for that in the discord server, instead of relying in (slow) database queries.

  It could be so each bot has its own reserved space that is inaccessible by others.
