Memory saving toggle

When you are on private video call with someone and you have it open on your other monitor while tabbed into certain programs (Nearly all games) then it will turn off both your and their camera nearly every 10 seconds to which you have to tab out and click on discord for them to show again and so on.
I would like to be able to toggle this 'memory/data saving method' on or off.
