[FEATURE] Disabling Role-Management for certain roles

On my Server, the Mods have a Role-Management-Permission, but I don't want them to give themselves or other users certain roles. For example, I also have a role called VIP, that I give to close friends, but that's a role my mods sometimes just give to users they know. There should be a feature, when creating, or editing a role, where you can add roles with the Role-Management-Permission to be included/excluded (with a "Use as Blacklist" Checkbox") from giving away that role

  1. Get mods that take moderating seriously...
  2. Set up Vip as a transparent role above mods or not transparent but still above mods...
  - You might have Mod - Admin- Owner at this point Mod should not have Role Management because their work is able to be automated with a bot like Mee6 or Dyno.
  - Set up Discord Devs as Admins and have them be trustworthy and lead mods who shouldn't be able to change roles.
