minimum age of digital consent question

the Minimum Age of Digital Consent inside the EU means that people under the age of 16 need parental consent in order to access sites like snapchats, facebook, instagram etc. and in the TOS it says this

"you agree (i) that you are 13 years of age and the minimum age of digital consent in your country"

Does that mean that someone above the age of 13 and under the age of 16 is still allowed to use discord with consent from a parent? And is there also anyway to contact discord to prove you have parental consent if required to?
