enable pinging roles for certain people

just like with @everyone and @here, making a role pingable by only the role that has perms to ping it, would be honestly like the bestest feature(also webhooks get perms to ping roles), since raids are happening a lot, and some servers have like webhooks and stuff, that would be cool to make that webhook for example @sub role on every vid Without having to worry about mass pingers etc...
