[feature request] Let bots see when people are speaking in a channel, even though they are not in it

I think it would be a great feature for the bot api, if you had a setting for every bot like "monitor uservoice even when out of voicechannel" (i don't really mean the audio but more if a user is speaking or not), if turned on, bots can see if users in every voicechannel on the server are speaking or not, else a bot would behave like now and would need to join a voicechannel to see if users are speaking. By default this option is turned off. I think this would help bot developers to make better bots, like making statistics who talked most in a server. The more i think about it, letting the bot hear all audio in a guild would enable Features like a passive voice assistant, like google with "ok google" or siri with "hey siri".  To not damage user privacy i would let every user set a "enable passive audiodetection" setting for every bot with e.g. 3 steps "no access", "only if someone speaks" ( i mean like a boolean) and "full detection".
