Easier accesibility for stroke stroke survivors

I had a stroke a few years ago and have difficulty manuevering a mouse or notebook touchpad ; its SUCH a nuisance to have the scroll bars "autohide" - is there a way to make them wider or at least let them have the same attributes as what is in windows settings? in windows i have the option to uncheck autohide scroll bars and it works great cheers harry
