Chat while using other apps such as games

When you’re in certain apps such as games you can’t chat. You can reply though, from notifications. I want there to be a feature where people can chat from notifications and not just replying. I also want to be able to see previous messages (similar to when you reply in iMessages from notifications) so we wouldn’t have to ask what a user is talking about.
