Please fix the "disable animation" options

There is a setting to disable animated emoji. Enabling this does not disable animation, it only stops it from automatically starting until you accidentally mouse over the message row containing it, then it starts anyway. This can be triggered simply by scrolling past it on the page. Avatars are worse in that you can't turn off the animation, but better in that there's a much smaller target to hit. Animated gifs are also similar but there's at least a very obvious indication that it's there. This is especially problematic for me as I have ADHD which means I lose focus at the slightest distraction, and I have photosensitive epilepsy which means that it's literally dangerous for me to use chat when I can't turn off user-generated animation. Please fix this. I don't really want to go back to IRC.
