(Suggestion) Ability to only have certain roles tag a role

For example, ROLE1 wants to tag ROLE2, but you can only make it so that everyone can tag that role or no one can. I'd like to see that only certain roles can tag a role. This is a minor suggestion, so it probably won't get added.
