Owner Approval of Pruning

This is an already existing suggestion but was over a year old and I believe it should be a revisited idea. Have just experienced a loss of 2,500 members because of an accidental prune (went from 18,300 to 15,800) and I feel like this is an issue that multiple other servers have faced. This would be a quick solution, as there is no reason why the owner should not make the final decision on the mass deletion of members in a server
