Ban event should provide the person who banned a user

Currently, the ban event only contains the user who was banned, but not the user he was banned by.

If this would be a problem because of privacy, maybe it would be possible to make a audit log event.

It would be great to have this implemented for logging and for moderation purposes.

  +1 because this is an important topic. But a change would not be necessary if the ban right is restricted to the server owner or a core administrating team that understand that a ban doesn't always make a problem go away.
