Add the Developer Portal to the Desktop client

This would make it much easier to quickly make changes to applications. Say a bot developer needs to quickly reset their token in an emergency, there may not be time to head to the dev portal on Discord's website. 

My suggestion is, that when someone enables Developer Mode they have a new button in the top right that takes them straight to the developer portal within the client. I can see this greatly improving my workflow, since currently, even with Discord's wonderful user interface, I do not look forward, I may even go as far to say I dread, going to the developer portal.

This would be a great addition for all developers, not just bot developers.
