Give static profile banners the same treatment as static profile pictures

Hey there, I'm aware there's already a similar post to this one, but I felt like adding my two cents regardless.

When talking about the new banner feature with a couple friends and discord users in different servers, we all came to the conclusion that, at least in our opinion, the way profile banners are being handled are kind of annoying, and (as obvious as it is) limiting, but not in a way that makes sense.

It would be nicer if even those who can't afford nitro would be able to still customize their profile banners in one way or another: maybe allow static banners to non-nitro users (or at the very least let us customize the banner color), and allow animated ones for nitro users? Since I highly doubt nitro classic would be updated anytime soon, it would be a nice compromise.
