Stop mod users seeing channel names they don't have permissions for.

Currently, users with certain third party modifications can see the names of every channel in the server, excluding those they don't have the permission to see. This makes it hard for server admins to have nice channel names for talking about unannounced features or other, as we have to name them stuff like "channel-123" so that mod users can't see what we're up to.

Discord should, if possible, try implementing a way to stop people from accessing this information if they don't have permissions in it.
