Priority Announcements

Basically the Idea is that sometimes you need to make an announcement but no one reads it... and it taxes the admins... so... give the admins the ability to post a priority announcement. this puts a popup on the screen and the user cant use the server until they have clicked "i have read this announcement" thus forcing users of a server to at least look at the notification. 

this would be useful for say... game dev servers where gaming services go down and general chat gets flooded with 'when are servers coming back up?' when you posted the answer in the announcements chat ages ago....

or for changes to the rules. public service stuff etc
