Why lower roles can modify permissions settings of higher roles into channels ?

I mean, when you give a role the "Manage roles" permissions, wouldn't it make more sense if he could only do this for roles below him ?

Currently, this guy has the possibility to make a channel invisible to others higher roles members, I find it weird
