Stop Resetting Desktop Notification Preferences

When logging out and then back in, my Desktop Notification Preferences are reset and I have to re-select them each time. I've had this issue for years.  Is it by design, or a limitation of the Windows OS?  Is there any way to stop this happening other than to never log out?
