We need a way to securely report messages that get deleted.

I'm the owner of a Discord server with over 3,000 members and it's safe to say I've seen my fair share of NSFW/NSFL content and content that violates Discord's ToS in my server posted by raiders or rule violators. Obviously, I cannot have that material in my server for users to see so I delete it. The issue comes when messages are to be reported. We can delete these messages without an issue, however when reporting the messages to Discord's Trust and Safety team, we cannot use the message IDs of bots who post the deleted messages in a private log channel as an archive, we have to use the actual message ID. This is problematic because if we delete the message, that automatically renders the rule-violator immune from any moderation action taken by Discord to their account.
My proposed solution would be to implement a system that allows deleted messages to be reported, and these deleted messages are eligible to be reported to Discord, or allow some verified, well-known bots' (eg. Dyno, Carl Bot, MEE6) logs to be used as valid evidence against the rule-violator.
