Ability for a server to require sharing of email address and name

We would like the ability to configure the server to request and require the user to share their email address and name in order to join the server. This is to ensure that no one can impersonate a user of our organization by joining first and using the impersonated person's name but an email address that the impersonator controls. Thank you.
