Role online/offline ping

Adding the ability to select whether to ping every user within a role, or just the ones which are online. This would be useful for users which use discord as a platform to give support to others, and need to grab a group of peoples attention which are actively on the platform at the time, and not hours later when they wake up and/or get online and the situation is resolved.

    just create a private channel with only that role and @here them
