Add a quebec flag Emoji

I'd like an official emoji as the Quebecois flag. Even if we're part of Canada we have our own flag and I don't think we need to add it as a custom emoji through any server using Nitro to use it anywhere. Every other country (as far as I know of) has their flag as a base one

  For it's name, it could be :flag_qc: . QC is the most common abreviation for Québec
