Feature request: "Sticky" messages

I see this has been brought up a few times in the past, but those posts were years ago and didn't get much traction, so I figured I'd bring the idea up again.

Simply put, the idea differs from channel descriptions and pins in pure visibility. When a server admin chooses to "sticky" a message, it's intended to be something that will draw the eyes of any newcomer to a high traffic channel and instantly answer a common question, often asked by people that don't look at the pins or description anyway because of their lower visibility.

There are several channels I participate in that would benefit from this, as they actually use a "sticky bot" that deletes and re-posts a message any time the channel has any activity. Such a bot is highly disruptive to normal conversation, though, as the text becomes very jumpy as the post is moved down over and over.

Given that I've seen this kind of sticky bot in several different servers by now, and how disruptive the bot implementation is, this kind of feature feels like a great QoL addition.
