Feature Request: share ban information

The share ban information feature is based on the implementation from Twitch. With this feature discord servers/guilds will be able to share ban information with each other. The information can be used either restrictive or monitoring and could work in the following way:

Restrictive: A new member that is banned in a share bans server won't be able to chat or join voice chat until someone with moderation permission or up allows the new member.

Monitoring: A new member that is banned in a share bans server will be able to chat but for every admin or moderator their messages will have a kind of flag or will have a red background until a mod/admin approves the new member

Sharing between servers isn't automatic but would be requested by server owners/admins at a different server at "server menu" -> "request share ban information", it will give a prompt to ask if the user is sure they want to request share ban information, when pressing the button "yes" the admins/owner of the server will see in server settings a request to share ban information can either accept or deny.
For the servers the request is send to it would maybe be best to also have something to indicate a new request was received. Server owners should also be able to disable share ban information request if they wish to. Setting whether sharing ban information should be Restrictive or Monitoring I would advice setting on a per server basis instead of global like Twitch.

Hopefully this feature could be implemented because it could make Discord a saver place and makes monitoring easier for mods/admins.
