server permissions

I tried to only allow people to post bots commands in certain channels, but ignorer to post a bot command, I need to enable the send messages role. I was hoping that I  could allow users to only send bot commands, and not messages, but I can't right now,. I am aware that send messages and send bot commands appear as 2 separate roles, but all it does is stop people who are able to post messages form posting bot commands, and not the other way around, which is what I want.

I would also request that creating channels and deleting channels be separate permissions. I want to allow people in my server to create channels, but not delete them.
