Better announcements: member feature (for @here), following in other announcement channel.

When people can be members of announcement channels, like in threads, people can choose in the server if they want the announcements pinging with @here.

With or without recursive announcements, announcement channels are normal channels and shouldn't be exempt from receiving announcements (This way webhooks can be bi-directional).

Remove the community requirement.

React and reply to webhooks, forward it to the other server.

Further, Forums, posts, threads and voice-texts should be able to receive announcements.
