Report function is being abused

Servers and users are getting banned even they are not violating terms of service by abused use of API function used to report servers.
Discord doesn't seem to review reports and bans them by the number of reports.
This means any people could ban any servers which they want them to be banned.
MUST BE FIXED IMMIDIATELY
