Setting to disable reply ping by default

this will also reverse the [SHIFT] + reply feature where if this setting is set to off, it will be the keyboard shortcut to turn it on when replying instead of turning it off (like it currently is and would do if it was set to on)

People are just tired of having to do it individually e v e r y.  s i n g l e.  t i m e. because it realistically should be a setting like this or remember the last setting you had it to
many of us forget to check it or dont think to check it every time ether
