Remove pings in messages that have been deleted. And prevent mass-user specific pings by adding the option of a limit in server settings.

Ghost @everyone's and mass user-specific pings are a big problem for some servers. That can be fixed by simply muting the server, but not everyone wants to do that. So my proposal to you, at Discord, as the title suggests, remove pings in messages that have been deleted & prevent mass user-specific pings by adding an optional limit in server settings, running from 0-150, or so.
