Allow reorganising emotes in the server settings for when boosts are lost

When boosts are lost and the server loses a level, the number of emotes gained become unavailable.

This results in an inability to change emotes without first deleting every single one of the disabled ones. If your server floats between boost levels occasionally, this can get frustrating.

A solution could be to allow reorganisation of the emote list, so we could control which ones get disabled when a level is lost and which ones do not.
