Constant intermittent packet loss in and out

Discord (and only Discord) intermittently but constantly drops packets in and out for about 3 seconds every 7 to 10 seconds. Discord would tell me my ping would go from 38ms to 2000ms and back, with an average of about 680ms. I turned off hardware acceleration and Discord now tells me it's a steady 38ms yet the problem still persists. Looking at Discord's activity through NetLimiter shows the problem still persists. I've attached a screenshot of the traffic chart for Discord while on voice chat with someone screensharing. Does anybody have any other ideas of what it could be?
