"Allow direct messages from server members" should default to "disabled"

Hi!

I'm a moderator on a public server with many members that is often infiltrated by scammers who mass DM the members.

We advise members to disable DMs but if this option's default was set to "disabled" it would significantly improve things, since most members don't bother to take a look at their settings.

Please strongly consider this as people have lost money to these scammers. We're doing our best to fight them off, and this would be great help

  It should be a new permission for roles ^^
