Return the old report Trust and Safety Forum

The old Trust and Safety forum was a valuable resource for Discord users who wanted to learn more about the platform's policies and procedures. It also provided a way for users to report abuse and get help from Discord staff and on some occasions follow up on for more information detailing more than one message link and screenshots when needed.

Bringing back the old Trust and Safety forum would be a valuable way to improve communication between Discord and its users.
