Solution for new threads being hard to find

New threads are hidden and hard to find, which forces mods and admins to repetitively promote the new thread when people post messages in the parent channel that would be appropriate to the thread.

To solve this issue, I propose a hovering-message-bubble feature. It would be something like a youtube poll bubble in live chat, or like a twitch hype-train bubble, something like a superchat. It hovers above the chat and stays visible regardless of scroll position. Mods and admins would be able to define a duration for how long it's worth keeping the message up to give introductions in the case of something topical to current events. It could also have a dismiss button for those that have got the message and would like it out of sight now please.

So it's kind of like a pinned message. But it's just that more intrusive, designed for visibility, to ensure that people see it and consider it at least once during the critical time period that it is pinned.
