Embed WEBM videos like GIFs, if they're under 1 minute long

With the death of Gfycat, there's no longer a place to share high quality GIFs, for short clips of video games, TV and movies.

Currenetly, WEBMs are shared on Discord like any other video format, but it'd be great if any .WEBM videos which are under 1 minute long, would autoplay and embed like they were a GIF, but with the main difference being they have a higher quality/bitrate, making them great for showcasing the visuals in a game.
