Slow Mode permission

Enabling or disabling Slow Mode shouldn't be part of the Threads permission. This makes absolutely no sense. It should be its own permission and (obviously) also allow anyone with that permission to bypass slow mode (currently tied to Manage Messages).

It feels like nobody really gave a thought about those permissions when implementing them, instead just sticking them wherever.
