"Mention Members" permission

Add a new text-chat permission called "Mention Members" that allow you to mention members, if you have this permission, if you do not have this permission and attempt to tag a member it will shake the screen and not send the message, kind of like sending a message with slowmode enabled.

    I 100% agree. There should also be a mention @here permission. Also there should be a Add/remove users from a Role Permission.
