Animation of vector graphics?

How does Discord handle scalable vector graphics? I ask because I'm in the process of developing a game and I'm hoping to have the engine be able to translate and rotate vector graphics in real-time according to a file containing rotation/translation values. Any tips on how I'd go about doing this?
