Server-wide favorite/custom GIF's

Maybe add a feature where a server can add GIF's to a server's favorite list so whenever a member on the server goes to the GIF picker it recommends it under something like "Server Favorites". They can be custom or just one favorited by someone with the Manage Emojis permission (or a new one, whichever is best under judgement of the Discord team)
