Audio hiccup/chugging when navigating different programs

When im in a voice chat on discord, and choose to switch to a different program there is a slight hiccup in the audio. This wouldnt bug me, as it's tiny, but the effect is multiplied to the nth degree when i decide to open certain programs, select certain options in programs (hovering over tooltips in Adobe Acrobat does it for some reason) and when moving windows around my desktop. According to my friends, when i talk during these moments, my voice chugs for them just as much. I've just done a fresh reinstall of discord but it hasn't changed, I'd really appreciate some help!
