Why can't people post pictures even though they have permissions to do so?

So I am the administrator of a server and I want to make a channel inside a category in which people will be able to post ONLY images. Wouldn't this do?

Text permissions: 
- Send messages (Off) 
- Send TTS messages (Off) 
- Embed Links {(Off) Although I have tried enable it as well and it still doesn't work.} 
- Attach Files (On) 
- Read Messages (On) 
- Read Message History (On)

  You can't restrict it to only images. It's either text, content and text, or neither.

  Also, this isn't feedback.
