Twitch Synchronize

Being a moderator of a constantly growing and popular channel, I have noticed the limitation on syncing with Twitch and I would very much enjoy the option to add this permission without opening up so many others. If this were separate I could have all mods using this instead of only server admins as I can't open the server to all the mods like that.

TL;DR - Twitch Integration should have it's own separate permission so I can keep my server locked down but have mods able to assist with this easily.
