Can you or how do I lock the window position or heck even snap it to another screen edge!

Can you or how do I lock the window position on a 2nd monitor or heck even snap it to another screen edge!   If I go to click on second window I commonly use, even if there was a ini file I could mess with to lock the window position.

Ideally snap it to the 2nd screen edge like the expand button does already.
