Add a able to see users in voice channel option to voice channel settings.

There is currently a option to disable viewing of a certain voice channel in channel options.
I think there should also be an option to where it can be set so that a certain role(s) or user(s) can not see the people inside of a voice channel until they actually join said channel if this option were turned off.
