New @command similar to here

From my point of view, here and everyone seem a bit lacklustre and exist mostly to annoy users. Why not improve it to a better feature like it only pings users not-idle and not-occupied active on the channel where the command is used? Maybe even a new command?

e.g. #1:

I'm on server X and online.
Server X has 3 text channels - A, B, C
I join B and stay there typing some random memes and discussing things with other users.
The new command is used on A but I'm on B, I don't get the ping.

e.g. #2:

I'm on server X and online.
Server X has 3 text channels - A, B, C
I join A but then jump to server W.
Out of nowhere someone on server X pings everyone with the new command on channel A. I get the ping because I'm on A in server X.

e.g. #3:

I'm on server X and on idle.
Server X has 3 text channels - A, B, C
I join A but then jump to server W.
Out of nowhere someone on server X pings everyone with the new command on channel A. I don't get the ping because I'm idle.

e.g. #4:

I'm on server X and on do not disturb.
Server X has 3 text channels - A, B, C
I join A but then jump to server W.
Out of nowhere someone on server X pings everyone with the new command on channel A. I don't get the ping.

I know that we can use roles, make custom commands and stuff with the help of bots and webhooks but wouldn't this be easier for everybody? Just my 2 cents.
