If two users have Manage Messages, then one can't remove an other's embed

With the new embed removing feature (the X next to an embed), some people with Manage Messages decide to mess with other people with the same permission and remove their embeds. This can be irritating and annoying. I'd like it to be so that one with Manage Messages can't remove an embed from an other user with the same permission, or at least, if the user with Manage Messages wishes to remove an embed, the user can't if the other user with Manage Messages has a higher role.
