allow "all messages" notifications in channels that not a lot of people can write in even in big servers

currently, even if you turn on all notifications in a channel in a server that has more then 10k people, it will not really send the notifications even if only a limited amount of people can send messages there. In my opinion this should be changed because there are channels that you want to get notified of every message in for example giveaway channels or announcement channels. An example for a mechanic it can be changed to is that it will check how many people can write in the channel instead of how many people are in the server
